  • A first-cycle study programme in a relevant field: administration and organisation (public administration, management, logistics), law, political sciences (political studies, defence studies, international relations), criminology and social work (security studies, social pedagogy, social work),
  • a first-cycle study programme in other fields, if prior to enrolment the candidate has completed course units essential for further study consisting of 22 ECTS credits, in the form of examinations from the following subjects: Social Control, Theory of Policing, Forensic Science 1,
  • a completed professional higher education programme adopted before 11 June 2004 in a relevant field: administration and organisation (public administration, management), criminology and social work (security studies, social work),
  • a professional higher education programme, adopted before 11 June 2004, in another field, if prior to enrolment the candidate has completed course units essential for further study amounting to 22 ECTS credits and consisting of examinations in the following subjects: Social Control, Theory of Policing, Forensic Science 1.

The qualification holder will be able to:

  • detect, analyse and solve security-related problems while respecting human rights and the principles of legality and the rule of law;
  • demonstrate mastery of general and specific research methods in the study of various security phenomena and the ability to carry out basic and, above all, applied research of security phenomena both in local communities and organisations and in an international context;
  • develop critical and self-critical assessment in the management of security phenomena;
  • transfer theoretical knowledge into everyday practice and synthesise knowledge of security studies and other related disciplines;
  • develop ethical standards for high-quality and professional autonomous work; develop communication skills for successful work in situations of interdependence in both local and international environments;
  • participate at various levels of management of security issues in the local environment, in organisations, at the national level and in the international environment;
  • carry out in-depth analysis of the basic powers of security and intelligence entities from the point of view of legality and constitutionality;
  • demonstrate in-depth understanding of relevant relationships between law enforcement agencies and other elements of the security and intelligence system within national security;
  • measure the scope and type of criminality and other types of deviance phenomena in society;
  • study the implementation of criminal legislation and methods of ensuring security;
  • study practices in the performance of police activities, the work of prosecution services and the courts, and the enforcement of criminal sanctions;
  • study other social control mechanisms in modern society and the provision of private, public, internal and international security;
  • demonstrate understanding of security problems and activities at the global, continental, national, regional and local levels;
  • research causes, control activities, response to crime and the perpetrators of criminal offences;
  • demonstrate understanding of the internal security systems of the country and internal security systems in the international community.

Examination performance is graded as follows: 10 (excellent); 9 (very good: above-average knowledge but with some mistakes); 8 (very good: solid results); 7 (good); 6 (adequate: knowledge satisfies minimum criteria); 5–1 (inadequate). In order to pass an examination, a candidate must achieve a grade between adequate (6) and excellent (10).

In order to progress from the first year to the second year, students must have completed all compulsory subjects and at least five elective subjects (one elective subject may be carried over to the second year). Progression to the next year is therefore possible if the student has completed at least 55 ECTS credits, where the missing subject may only be one of the elective subjects.
A candidate who does not meet the above conditions for enrolment (a student who has completed fewer than 55 ECTS credits) may submit a written application to the Academic Affairs Committee requesting enrolment in the next year, enclosing justified grounds as defined by the Statute of the University of Maribor. This applies to progression from the first year to the second year.

Third-cycle doctoral study programmes (SQF level 10)

In order to complete the programme, candidates must successfully complete all course units defined by the programme.
