Candidates are able to:

  • explain the notion and types of concession
  • explain the notion and forms of public-private partnerships
  • observe fundamental rules governing public services
  • observe fundamental rules governing state aid that are relevant to public service and infrastructure funding
  • observe EU regulations governing concessions, public-private partnerships and public services
  • explain the procedure to prepare an assessment of the feasibility of project implementation in the form of a public-private partnership
  • carry out a preliminary procedure
  • take due account of the types and content of requirements for the production of investment documents
  • observe the rules governing the identification and definition of public interest
  • prepare a decision and/or act on public-private partnership
  • prepare tender documents
  • run a public procurement procedure for the choice of a concessionaire or private partner
  • manage the work performed by an expert committee
  • take due account of the system of legal protection, deadlines and necessary activity
  • take due account of the stages of contract performance and control over contract performance.
